Summary
At last, after cameos in the previous !mpact Comics titles...meet the government organization called THE WEB! Its armored super-agents are outfitted with high-tech armor to keep the peace in situations where regular lawmen are outclassed, outgunned and outmoded. Its mission: to observe and monitor America's new crimefighters - the Shield, the Comet, the Fly and the Jaguar...and a fifth hero whose motivations and methods will shock them - and you.
