Summary
Four super-powered juvenile offenders are given an opportunity to repay their debt to society. They are offered membership in the Liberty Project. The project provides an opportunity to assist law enforcement officers in the apprehension of other powered criminals. Slick, Crackshot, Cimarron and Burnout are sent to apprehend Johnny Savage.
